Job Competency Evaluation Metric for Special Diagnosis Module in Mobile Medical Service Units

Abstract:Objective Toconstruct a scientific, systematic and practical job competency evaluation metric for the special diagnosis module at mobile medical service units (MMSUs)and provide reference for employee training and performance appraisal.Methods A competency evaluation metric framework for the special diagnosis module of an MMSU was formulated based on the combination of theories of competency characteristics, literature analysis and interview visits. Two rounds of expert consultations involving a panel of 21 experts were then carried outusing the Delphi method, through which the final indicators at eachlevel of evaluation and their weighted scores were acquired so that a complete job competency evaluation metric for the MMSU's special diagnosis module was established.Results The response rates from the two rounds of survey were 95.2% and 100%, respectively, while the expert authority coefficients from the two rounds were 0.87 and 0.90 respectively. The ordinal ratings given to the first- and second-level indicators were higher than 4.0, with the maximum and minimum variations recorded as 0.1280 and 0.0382 respectively. The levels of enthusiasm, authority, and credibility demonstrated by the experts were high, producing a resulting job competency evaluation metric comprising 6 first-level indicators and 49 second-level indicators.Conclusions This research has established a job competency evaluation metricthat is scientifically valid, systematic and practical for the special diagnosis module of an MMSU.
