国外政府补贴和税收优惠会影响本国私人研发吗

Do foreign government subsidies and tax incentives effect private R&D? ——Based on dynamic spatial Durbin model

摘要: 政策工具如何有效促进私人研发是一国保持创新活力的重要议题。已有研究多从时间维度探讨政策工具对本国私人研发的影响,较少从空间维度探讨国外政策对本国私人研发的影响。本文基于2001-2016年20个国家的面板数据,首先在时间维度上引入政府补贴和税收优惠的交互项探讨两种政策工具的综合影响,随后引入空间滞后项构建动态空间杜宾模型,从时间和空间两个维度探索国内外政府补贴和税收优惠对本国私人研发的影响。结果显示:第一,国内政府补贴和税收优惠之间存在替代效应;第二,国外政策工具削弱了国内政府补贴、税收优惠对本国私人研发的影响,也削弱了两者间的替代效应;第三,国外政府补贴对本国私人研发具有正向影响,国外税收优惠对本国私人研发具有负向影响。

Abstract: How policy instruments can effectively promote private R&D is an important issue for the economy to maintain innovation vitality. Most of the existing researches focus on the impact of policies on private R&D from the time dimension, and less from the space dimension. Based on the panel data of 20 countries in 2001-2016, this paper introduces the interaction of government subsidy and preferential tax from the time dimension to explore the comprehensive impact of the two policy instruments. Secondly, the spatial lag is introduced to study the impact of domestic and foreign government subsidies and preferential tax on private R&D from both time and space dimensions. The results show that: first, there is a substitution effect between domestic government subsidies and preferential tax; second, the implementation of foreign policies weakens the effect of the domestic government subsidy and preferential tax on domestic private R&D, as well as the substitution effects; third, foreign government subsidies have a positive impact on domestic private R&D, foreign preferential tax have a negative impact on domestic private R&D.
