Abstract: Facing the social vision and challenge is a new development direction of the research on the transformation of science and technology innovation policy. It is urgent to consider how to select the priority technology oriented to the social vision and challenge, and how to solve the social challenge while pursuing the economic goals. The technology foresight methods meet the demand and provide an effective way to achieve and practice the priority technology selection oriented to the social vision and challenges. On the basis of previous research on technology foresight in Japan, this study systematically analyses the practice cases and revels the evolution history of technology foresight in Japan from two aspects of method and guidance of technology foresight. The orientation change of technology foresight in Japan from economic benefits to social vision and challenge was presented and the 11th Japanese technology foresight case was discussed. Combined with the Japanese technology foresight report, the differences of technology foresight was compared between the China and Japan from the perspectives of social vision and challenge, technology fields classification, information technology, stakeholders, science and technology innovation policies and foresight culture. These findings provide profound enlightenment and beneficial reference to improve technology foresight practice and to promote technology foresight research oriented to social vision and challenges in China.
