Abstract: Based on the panel data of China’s provinces from 1994 to 2009, this paper examines the effect of resource input (fund input and personnel input) and regional environment (government support, enterprise absorptive capacity, regional economic development level) on university technology transfer, and provides recommendations on prompting university technology transfer. The results shows that: during the sample period， personnel input, enterprise and public institution’s fund input, regional economic growth have a positive effect, governmental fund input has a negative effect. To promote university technology transfer, it shall optimize and adjust the government support for university technology transfer and make the enterprise and market to play a more active role.

摘要： 基于1994-2009年我国的省级数据，采用面板分析考察资源投入（资金投入、人员投入）和区域环境（地方政府科技支持、地区企业吸收能力、地区经济发展水平）对高校技术转移的影响，进而为促进高校技术转移提供政策建议。主要研究发现有：考察期内，人员投入、企事业单位科技经费拨入、地区经济增长对高校技术转移产生正向作用，政府科技经费拨入对高校技术转移产生负向作用。促进高校技术转移，有必要调整和优化政府对高校技术转移的支持，并更好地发挥企业和市场的作用。
