Abstract: The lack of theoretical framework is a prevalent shortage in the research of government scientific research funding. Aiming at this problem, authors firstly propose a Nested Double Principle-Agent Model based on the Principle-Agent Theory and the study on the practice of government scientific research funding in China. Secondly, authors apply the new model into the status analysis of government scientific research funding in China. At last, thinking about future funding mode is provided.

摘要： 缺乏理论框架的指导是目前政府科研资助研究中普遍存在的不足。针对该问题，作者首先从理论上分析了将政府科研资助关系纳入到委托代理理论研究框架之下的可行性。其次，借用委托代理理论的框架，以委托代理理论的核心问题之一——委托代理双方的效用研究为出发点，结合对我国政府科研资助实践的研究，提出我国政府科研资助关系中的“嵌套的双层委托代理模型”。再次，应用该模型从稳定拨款模式下的委托代理关系和竞争性项目资助模式下的委托代理关系两方面我国政府科研资助现状。最后，基于理论模型和现状问题分析提出对未来我国政府科研资助模式的思考。
