Abstract: On the basis of comprehensive review and analysis of evaluation for national innovation capability and national comprehensive strength of intellectual property rights, discusses the concept, elements and formation mechanism on national image of intellectual property rights, and then puts forward the measurement index system and method for national image of intellectual property rights. In order to carry out measurement on the national image of intellectual property rights, design countermeasure system for construction the national image of intellectual property rights.

摘要： 在全面梳理和分析国家创新能力测度和国家知识产权综合实力测度的相关研究基础之上，探讨了国家知识产权形象概念框架、构成要素，形成机理，进而提出国家知识产权形象测度指标体系和方法原理。为开展国家知识产权形象测度比较分析，设计国家知识产权形象建设对策体系提供依据。
