Abstract: By adding technology intensity variable and technology gap variable,this paper extended the technology innovation and growth model in a North-South framework to the industry level and discussed the influences of industrial technology characteristics on innovation effect of intellectual property protection. The results showed that heterogeneity of industrial technology characteristics impacts the innovation effect of intellectual property protection. The high technology-intensive industries are more sensitive to the intellectual property protection and as technology gap narrowed, the incentive effect will gradually highlight. Empirical test by using the data of China's 19 subdivided industries of high technology industry from 1995 to 2011 also supports these conclusions. Different from intellectual property protection system following the rule of “one size fits all” now, we divided the 19 industries into four groups and proposed different intellectual property protection policy based on industrial technology characteristics.
摘要: 通过增加行业技术密集度和技术差距变量,本文将南北技术框架下的创新与增长模型延伸到行业层面,由此讨论了行业技术特征对知识产权保护技术创新效应的影响。结果表明:行业特征的异质使得知识产权保护的技术创新效应呈现差异,高技术密集度行业对知识产权保护更加敏感,而随着行业技术差距的缩小,知识产权保护的技术创新效应会越发明显。应用1995-2011年中国高技术产业19个细分行业数据的实证研究也较好的支持了上述结论。因此,有别于现有的“一刀切”的知识产权保护传统,本文将19个行业按技术特征分为四组,提出基于行业技术特征的差异化的知识产权保护政策。
