Abstract: Based on SBM Directional Distance Function, the paper calculates the Green Growth Index of Industry (GGII) in China from 2007 to 2011, and based on industrial heterogeneity, for each group, the paper looks into the differences among effects of independent innovation, domestic technology introduction, foreign technology introduction, environmental regulation and FDI. The paper reveals that: first, high-tech industries and strategic emerging industries have higher GGII, while energy- and resource-intensive industries display lower GGII. Second, the effect of independent innovation is higher than domestic technology introduction and foreign technology introduction in all groups. Third, in high and middle groups, the effect of domestic technology introduction is higher than foreign technology introduction, and FDI is passive; while in low group,the effect of domestic technology introduction is lower than foreign technology introduction, and FDI is negative.Forth, environmental regulation is negative in high group and passive in middle and low groups. In final we put forwards the suggestion for promoting green growth of industry.
摘要: 本文运用基于松弛测度的方向距离函数(SBM-DDF)测算了2007-2011年中国36行业的绿色增长指数,并基于行业异质性,分别衡量高、中、低绿色行业这三个组别自主创新、国内和国外技术引进、环境规制和FDI对工业行业绿色增长指数的影响。研究发现:高绿色行业多属高新技术产业、战略性新兴产业,低绿色行业则以能源、资源产品的重工业生产为主;自主创新对行业绿色增长指数的影响大于国内和国外技术引进;高、中绿色行业,国内技术引进的影响大于国外技术引进,外商直接投资的影响为正,低绿色行业国内技术引进的影响略低于国外技术引进,外商直接投资的影响为负;环境规制对中、低绿色行业的绿色增长起到积极的促进作用,而对高绿色行业的影响为负。最后提出促进工业行业绿色增长的相关政策建议。
