Abstract: Strategy map as the description and planning tools of strategy has been widely applied in enterprises, universities, hospitals and other type of organizations. It can solved problems like some organizations’ performance evaluation are divorced from strategies. Engineering research center plays a key role in providing key and common technologies to industry, but problems are still exist, such as functional orientation is not clear, development direction is vague, power and responsibilities are not clear, service model are outmoded, service resources are not in efficient use, and slow self-development issues. taken Taken use of strategy map to describe and plan the strategy can support them to clear the key business and orientation under the situation of having a variety of stakeholders, and provided a foundation for performance evaluation in future.
摘要: 战略地图作为描述、规划战略的工具目前已经在企业、高校、医院等各种类型的组织中得到了广泛应用,它能够解决了一些这些组织绩效评估与发展战略相脱离的问题。工程中心是面向行业提供共性技术服务的重要平台,。但是当前一些工程中心出现了功能定位不清晰、发展方向模糊、与依托单位权责利不明确,服务企业模式陈化,服务资源利用效率不高、自我发展缓慢的问题。利用战略地图对工程中心的发展战略进行描述和规划,有助于帮助工程中心在面对多种利益相关者的情况下明确关键业务流程和发展方向,并且为工程中心开展绩效评估提供了依据。
