科技创新政策体系构建及实践

Abstract: There is a growing need for a systematic framework to guide policy-making as Science Technology and Innovation Policies (STIPs) become more and more diverse. It is difficult to deal with the complexity and the characteristics of the interwoven of STIPs based on the existing research on the framework of STIPs as lack of a clear logical and theoretical base. This paper establishes a system of STIPs which contains elements of innovation, players of innovation, linkages, industrial innovation, regional innovation, environments, and feedbacks based on the research on national innovation system, then analyses the policy practice of China.

摘要: 科技创新政策工具越来越多样,迫切需要一个系统性框架为政策制定提供指引。现有关于科技创新政策体系框架的研究,难以应对科技创新政策的复杂性和相互交织的特征。本文在回顾全球科技创新政策发展历程的基础上,从国家创新体系理论出发,建立了包含要素、主体、关联、产业、区域、环境、开放和反馈的科技创新政策体系框架,在此基础上对我国政策实践进行了梳理和分析,并提出下一步政策发展的若干思考。
