Abstract: Abstract: As great achievements have been made in construction and development of modern information technology in our country, they also make strong impact on traditional social order and legislation system, and hidden risks which have been unknown or ignored for a long time began to appear. All these require us to rethink our present legislation and try to prevent the negative effects of information technology. As to the deficiencies of present legislation system and legislation contents, we should take various countermeasures based on our national conditions.

摘要： 我国信息化建设在取得巨大成就的同时，对传统的社会秩序和立法体系产生了强烈的冲击，一些不为人知或长期被忽视的隐性风险也开始凸显，迫切需要我们在反思我国现行立法缺失的基础上积极通过立法来遏制其负面效应。针对当前我国信息技术立法存在的立法体系不完善、立法内容不完备等问题，我们应立足本国现实国情，从多方面采取立法应对措施。
