  • Science and technology law are “the two wheels of modern civilization, the wings of birds”. The development of modern science and technology has led to the deconstruction of the legal system: further broadening the content of the law, reshaping the cognitive structure of the law, redefining the relationship of rights and responsibilities, and reconstructing the legal value system. The application of modern science and technology will further promote scientific legislation, improve law enforcement efficiency, strengthen judicial justice, and enhance the awareness of law-abiding. However, the development of science and technology also brings new risks and challenges and requires the regulation of laws.

  • Abstract: On the Second International Congress of the History of Science and Technology, the Soviet delegation first elaborated the Marxist view of history of science. Especially?Boris Hessen’s ‘Social and Economic Roots of Newton’s ‘Principia.’’ explored the connection between Newton's scientific work and the social and economic context of the times. It was very different from the research methods of scientific history at that time. Even though the Soviets used dialectical materialism to explain the important figures and events in the history of science,and it was regarded as dogmatic and vulgar. But after the meeting, their historiography method was constantly fermenting. On the one hand, historians criticized it violently, on the other hand, scientists blindly praised it. It constantly sparked controversy and finally prepared for the social and cultural transformation of science historiography.

  • Yang Zhen-ning, for a long time, rationally considers development issues on science and technology of China, and gives advice and suggestions for it. He has a strategic vision which beyond the development of science and technology, he knows where is the direction for the mainstream of science and technology in the world to flow, he has found the key secret which made the economics and science ﹠ technology develop in high speed in the United States and Japan, he has investigated deeply to search the problems in the development of science and technology in China. With regard to the development of science and technology in China, he has always advocated aiming at the most promising frontier in the world, and also starting from down- to- earth to resolve the actual problems of China. To research Yang Zhen-ning, not only needs to know what he did for China over the past decades, but also understand why he so did. The pursuit of high success rate is the sign of his moderate thought, and except pursuing the high rate of return on investment in science and technology, no other way from which China's science and technology could catch up with the advanced countries as soon as possible.
  • The Paradigm Revolution of Discrete Mathematics and Its Significance

  • Since the middle of 20th century, with the birth of computer and its increase effect on science and society, the thought and method of discrete mathematics have developed rapidly and new forms of knowledge with more multiple, tensions and vigor were emerged. The knowledge innovation of discrete mathematics has representative paradigm revolutionary character. As a breakthrough and transcending of the paradigm of calculus, the discrete mathematics has gone beyond the bound of traditional mathematics and showed new philosophical features in ontology, epistemology and methodology of mathematics. Complement with the development of computer and information science each other, the discrete mathematics demonstrated the contemporary scientific revolution features such as discretization, algorithmization, complexity and more tightly interaction with science, as well as the unique implication of group of disciplinary knowledge and complex science.
  • An empirical study on career trajectory of leading talents at universities:The perspective of survival analysis

  • The Changjiang Scholars are outstanding representatives of high-level talents in universities. Their career trajectories have become the focus of multidisciplinary attention. In this study, the University of Changjiang Scholars 1998-2016 is chosen as the research subjects, and the CVs of 367 professors are selected and coded in depth. As the empirical results show, there are differences in the age, disciplines and geographical distribution of Changjiang Scholars' overall development trend; the Kaplan-Merrier results indicated that researchers with diversified educational background would be more quickly promoted as an associate professor or a professor, whereas the opposite results are discovered with single education background. Using Cox proportional hazard model, it reveals the age reduces the risk of survival of the associate professors and professors, and the scholars received study abroad spent less time becoming assistant professor. Furthermore, the postdoctoral experiencing has a negative effect on being associate professor. Finally, the theoretical and practical implications of this study are discussed.
  • Talent Internationalization and OFDI of China

  • In the background of talent internationalization and Chinese rapid growing OFDI, this paper empirically examines the relationship between talent internationalization and firms’ OFDI behavior in China using detailed firm-level data of medium and large manufacturing enterprises between 1998 and 2013. Heterogeneity analysis shows that, the effect of talent internationalization on OFDI is more pronounced for firms with high level of technological innovation, and whose motive is R&D and vertical production. Finally, the impact of talent internationalization on OFDI is restricted by the institutional distance between China and the investment destination countries. This paper has important reference value for China to deal with the globalization of intellectual flow and the “going out” strategy of enterprises.
  • The Impact of Strategic Emerging Industrial Policy Uncertainty on R&D Investment——The Double Angle of the Suppression Effect and the Crowding out Effect

  • Strategic emerging industries as the focus of future development in China have been paid much attention by the central and local governments, a series of support policies have been introduced in succession , but the uncertainty of the promulgation and implementation of the relevant policies and the uncertainties arising from the process will affect the R&D investment activities of enterprises. This paper chooses strategic emerging industry-related enterprises as a research sample, based on the fact that the financing constraints affect the R&D investment of the enterprises, through the double angle of the suppression effect and the crowding out effect , we test the impact of policy uncertainty on R&D investment in emerging enterprises. The research results show that the policy uncertainty restrains the R&D investment of the emerging enterprises, and the uncertainty aggravates the financing constraints of the emerging enterprises and the tendency of fixed assets investment, and has the effect of suppressing and crowding out R&D investment. Further cross-sectional differential test found that policy uncertainty was more significant for private enterprises, aged enterprises, enterprises with lower marketization in the region.

  • Management capability is an important source for firms to build their competitive advantages. Although firms can gain access to modern managerial techniques and upgrade their management capabilities through managerial learning, there are few studies concerning about managerial learning processes. Taking Suning Commerce Group Co.,Ltd as an example, the study explored key issues related to its managerial learning process: motivations of managerial learning, learning contents, learning mechanisms, and learning network-building. The study has following conclusions ①The dilemma of management upgrading is the driving force for managerial learning;②firms can reduce information asymmetry through visiting leading-edge firms and cooperating with professional institutions; ③firms should choose learning mechanisms based on attributes and embeddedness of managerial knowledge; ④embedding in a diverse learning network, firms can get heterogeneous knowledge which is useful for reducing information asymmetry ,meanwhile act as the main source of high-quality leaning agents for firms.
  • A Study on Multiple Network Embeddedness, Knowledge Integration and Knowledge Creation Performance——The Regulatory Role of Creation Atmosphere

  • Based on network embeddedness and knowledge management theory, it proposes a conceptual model. Taking cluster enterprises as the object,the conceptual model analyzes the effect of multiple network embeddedness and knowledge creation performance, the mediating effect of knowledge integration and the regulatory role of creation atmosphere.The cluster firms of four industrial clusters in Fujian province are chosen as the research objects in the questionnaire survey, and the structural equation model is used to verify the hypotheses.The result shows that knowledge embeddedness has directly positive effect on knowledge creation performance; knowledge integration plays an intermediary role in the relationship of multiple network embeddedness and knowledge creation performance, but the mechanisms are different. Our empirical findings indicate a full mediating role of internal knowledge integration in structural embeddedness; a full mediating role of external knowledge integration in relational embeddedness; a partially mediating role of both external and internal knowledge integration in knowledge embeddedness; and creation atmosphere plays the moderating role between multiple network embeddedness and knowledge creation performance. The research not only has a theoretical contribution to explain the internal mechanism between multiple network embeddedness and knowledge creation performance with a new perspective,but also gives references for cluster firms to improve knowledge creation performance.

  • The main influencing factors of knowledge transfer performance are analyzed using DEMATEL method based on trapezoidal intuitionistic fuzzy number. The main findings are as follows: The high correlation intensity, the transfer ability of knowledge source and the transfer motivation are the important influencing factors of knowledge transfer performance; The causality, complexity and implicitness of knowledge itself are the main factors that determine the performance of knowledge transfer. The management and optimization of the influencing factors with high degree of influence and high degree of centralism, Is the key to improving the performance of knowledge transfer. The conclusion of this study shows that although the research on the factors affecting the performance of knowledge transfer tends to mature, it is still necessary to conduct an in-depth study on the impact patterns and impact mechanisms among various factors..
  • The impact of Partners Difference on Knowledge Transfer in University-Institute-Industry Collaboration

  • This study analyzes in depth the moderating of the different dimensions of partners difference between learning will/absorptive capacity and knowledge transfer. Through the statistical analysis of the survey data of 211 enterprises involved in UI collaboration. The empirical result shows that there are negative moderating effects on the relationship between learning willingness and absorptive ability and knowledge transfer. The difference of cooperation objectives is more The lower learning willingness and the absorptive capacity of enterprises to promote knowledge transfer; the difference of knowledge and technology has a significant inverted U effect on the relationship between absorptive capacity and knowledge transfer; the high degree of knowledge and technology difference weakens the capacity of knowledge transfer The impact of knowledge transfer will be negatively affected by the low level of knowledge and technology difference. Based on the above findings, some management implications are proposed.
  • Equal treatment or customized treatment?--A study of green technology innovation and financing contracts arrangement in manufacturing industry

  • Based on analysis of the characteristics of green innovation activities in manufacturing industry, this paper has discussed and tested the impact of equity financing, debt financing and government subsidy towards green innovation as well as the mediation effect of innovation input. Meanwhile, the moderation effect of environmental regulation has also been studied. It is found out that, firstly, there exist significant positive relationship between stake financing, government subsidy and green innovation. But debt financing can restrain green innovation performance. Secondly, innovation input has been playing a significant mediation role in the relationship of financing and green innovation. Finally, the moderation effect of environmental regulation is significant. The stronger regulation is, the stronger the boost effect of stake financing and subsidy towards green innovation will be. Furthermore, along with the increase of environmental regulation the restrain effect of debt financing towards innovation input is weakened.
  • Analysis on the Paradox of Political Embeddedness and Independent Technology Innovation: The Moderating Role of Organization Attention

  • Based on the fact that the performance of independent innovation of state-owned enterprises(SOEs)is lower than private enterprises, this article uses grounded theory approach on the annual report of SAIC Motor and Geely to identify the attention perspective and allocation of these two different political embedded enterprises, and explore the allocation mechanism and characteristics in order to explain its effect on technology innovation performance. The result shows that, firstly, the attention perspectives of different political embedded enterprises are the same, which include market, policy, employee and technology. Secondly, the basic allocating rules are the same which confirms to the enterprises’ benefit. Thirdly, the correlation between political embeddedness and the enterprises’ attention to policy may not be positive. Furthermore, organization attention plays a moderating role on the relationship between political embeddedness degree and technology innovation performance.
