环境规制对技术创新长短期影响的异质性效应——基于价值链视角的两阶段分析?

摘要: 本文基于价值链视角,将中国工业行业的技术创新过程分解为技术开发和技术转化两个阶段,在构建环境规制对两阶段技术创新能力影响的理论框架基础上,利用2004-2011年中国工业37个细分行业的面板数据,通过面板协整检验和误差修正模型,实证考察了环境规制对技术创新能力影响的异质性效应。研究发现:(1)环境规制对技术创新能力具有显著的长短期促进效应,但存在明显的行业异质性;(2)环境规制对技术转化能力的长期促进效应大于技术开发能力,但不同行业的阶段异质性效应明显;(3)环境规制对技术创新能力的长期均衡具有显著的短期修正效应,技术创新能力向均衡状态的调整速度存在明显的行业异质性;(4)部分行业环境规制对技术创新能力的促进效应出现了长短期不一致的情况。最后,本文基于价值链视角提出了促进环境规制与技术创新能力协调发展的政策建议。

Abstract: Based on value chain perspective, the technology innovation processes of China industries are divided into two stages, including technology development and technology transfer. By building theoretical framework of the impact of environmental regulation on technological innovation ability, this study conducts an empirical research on the long-term and short-term relationship between environmental regulation and technological innovation through panel unit roots test, co-integration test and error correction model by using panel data of 37 China Industrial sub-sectors from 2004 to 2011. The results show that, (1) the environmental regulation has significant long-term and short-term promoting effect on technical innovation, while the clear heterogeneity characteristic exists; (2) the effect of environmental regulation on technology transfer ability is greater than technology development ability, while the industry heterogeneity effect of different stages is obvious; (3) the environmental regulation’s long-term equilibrium to technological innovation ability has the short-term correction effect, meanwhile, the evident industrial heterogeneity exists in the technological innovation ability’s adjustment speed to equilibrium; (4) in partial industries, the environmental regulation’s promoting effect on technical innovation differs a lot both in the long run and the short term. Finally, this paper proposes policy suggestions on improving harmonious development of environment regulation and technology innovation from value chain perspective.
