技术政策、技术战略与创新绩效研究——以中国航空航天器制造业为例

Technology policy, strategy and innovation performance in Chinese Aircraft and Spacecraft Manufacturing

摘要: 国家技术政策和企业技术战略以及二者之间的协作情况影响着航空航天产业创新绩效的实现。本文构筑了技术政策与技术战略的矩阵分析模型,提出了航空航天产业技术创新的四种主要类型,归纳了航空和航天产业各自的发展历程;并基于1995-2010年中国航空航天产业的科技活动数据,构建实证分析模型,对技术政策、技术战略和创新绩效之间的关系进行分析。结果表明,我国航空航天产业的技术创新绩效受到国家技术政策与企业技术战略的双重影响;且创新绩效的实现更多依赖于国内技术的提升;国家技术政策与致力于自主创新的技术领先战略关联更加密切。

Abstract: Government technology policy and enterprise technology strategy and the co-evolution between them have great impact on the innovation performance of Aircraft and Spacecraft Manufacturing (ASM). This paper constructs the matrix analysis model of technology policy and technology strategy, puts forward four technological innovation types of ASM, and sums up the development process of aviation and aerospace industries, respectively. Then based on the S&T activities data of Chinese ASM from 1995 to 2010, we apply empirical model to analyze the relationship of Technology policy, strategy and innovation performance. It has been found that the technology policy and strategy have a positive impact on the industry’s innovation performance. Our results also show that the development of the industry is more dependent on the improvement of domestic technology. And the indigenous innovation has been chosen by China as the main development paradigm. We also reveal that the technology policy is more related to the leading strategy adopted by Chinese aerospace companies.
