Study on utilization effectiveness assessment of S&T resource for scientific research institutes —— Based on the perspective of time-lag effect and interdependence effect

Abstract: Considering time-lag between inputs and outputs in multiple phases as well as interdependence among various inputs and among diversified outputs, the study to solve problem on utilization effectiveness assessment of S&T resource in scientific research institutes is conducted in this paper based on the perspective of time-lag effect and interdependence effect. Firstly, a matrix analysis model and an assessment index system are constructed. Then, an assessment method considering time-lag effect and interdependence effect is proposed. Taking Chinese Academy of Sciences for example, an empirical study is conducted to assess such institute’s utilization effectiveness of S&T resource in the phases of knowledge transformation and achievement transformation. Furthermore, the assessment results are mapped into the matrix analysis model to analyze utilization effectiveness of S&T resource in depth. Moreover, the best allocation interval of S&T resource in two phases can be determined by sensitivity analysis. This study can provide a valuable decision reference for scientific research institutes to improve utilization effectiveness of S&T resource and explore the optimal path for S&T resource allocation.

摘要: 考虑到多阶段投入产出的时滞性和各类投入之间以及各种产出之间的关联性,本文基于时滞效应和关联效应视角进行科研机构科技资源使用效益评估问题的研究。首先构建了矩阵分析模型和评估指标体系,然后提出了一种考虑时滞效应和关联效应的评估方法,在此基础上,以中国科学院为例进行实证研究,分别评估了该机构在知识转化阶段和成果转化阶段的科技资源使用效益,并将评估结果映射到矩阵分析模型进行科技资源使用效益的深度分析,还借助灵敏度分析得出了科技资源在两个阶段的最优配置区间。研究结果可以为科研机构提高科技资源使用效益、探索科技资源配置优化路径提供有价值的决策参考。
