Abstract: Abstract: In 1982, in order to cope with the wave of new technological revolution in the world, the central government put forward the “combination of scientific technology and economy” strategic policy prospectively. However, under this policy, no specific implementing path had been designed. Since then, in the historical process of “we crossed the river by feeling the stones”, Haidian District had actively explored the effective mode of regional economic development relying on the advantages of intellectual areas. In response to the national strategic need, the scientific research institutions represented by Chinese Academy of Sciences have begun to focus on advocating their respective units to set up scientific technology enterprises. In order to get rid of the survival plight, the majority of the scientific and technological personnel have begun to explore to establish market entities with an independent legal person will from the micro-economic areas. The main bodies of the three-elements reform explored and interacted, and jointly promoting the formation of the “Zhongguancun electronic street” together. Through summarizing the formation of the “Zhongguancun electronic street”, a basic law can be drawn that whether the reformation would really be achieved depends on whether the individuals in the grass-roots society echo it to explore after the reform of the basic system is determined.
摘要: 1982年,为了应对世界新技术革命浪潮,中央前瞻性地提出了“科技与经济相结合”的战略方针,但在此方针之下,中央并没有设计出具体的实现路径,而是将自主探索权交给了基层社会。在“摸着石头过河”的历史进程中,海淀区政府基于属地科技优势积极探索发展本地经济的有效模式,以中科院为代表的科研院所为解决国家战略需求与自身定位的矛盾积极倡导各下属单位创办科技企业,广大科技人员为摆脱生存困境开始从微观经济领域中探索建立有别于原体制的具有独立法人意志的市场主体,三元改革主体互动,共同促成了中关村“电子一条街”的形成。总结中关村电子一条街的形成,可以得出一个基本规律:在国家战略方向的确定、基础性的制度变革由中央政府创造了大前提之后,改革能否见实效的基础在于各个层面有没有与之相呼应的个体进行探索。
