Abstract: China obtains a historical chance to reverse the long-term passive tide in the course of international talent flow for the sake of continuous global economic fluctuation. The thesis probes on the influence degree of global economic fluctuation to these overseas scientific and technical talents according to the relevant data from 27 main countries. It shows that global economic fluctuation results in the impact on these talents such as exerting of professional skill and physiological pressure, and so many of them further realize the increasing capability of China’s S&T innovation.
