要素市场扭曲的研发效应及企业差异:中国高技术产业的经验证据

The Effect and Enterprise Diffence of Factor Market Distortion on R&D Input: An Emperical Analysis of China’s High-tech Industries

摘要: 文章利用要素市场扭曲指数及中国高技术产业1997-2009年的省际面板数据,实证考察了要素市场扭曲对研发投入的影响及企业差异。研究发现:要素市场扭曲对高技术产业研发资本投入和研发人力投入的影响有明显的差异,抑制了研发资本投入增长,而促进了研发人力投入;入世后,要素市场扭曲对研发资本投入的抑制效应降低了,而对研发人力投入的正向影响不显著了。企业特征影响着要素市场扭曲对研发投入的作用效果,对于企业规模较大、外向度较高、资本密集度较高的企业来说,要素市场扭曲对研发投入的抑制效应要小些。此外,新产品需求、融资环境、财政投入和知识产权保护等都是影响高技术产业研发投入的重要环境因素。

Abstract: This article utilizes the index of factor market distortion and the inter-provincial panel data of China’s high-tech industries during the period of 1997 to 2009 to make an empirical study of factors market distortions influence on the R&D input. The results show that factor market distortion has significantly different effects on R&D capital investment and R&D manpower input. It has an negetive impact on the R&D capital investment, but promotes R&D manpower input. Moreover, After the WTO, the negetive impact on the R&D capital investment declines, the impact on R&D manpower input changes to be insignificant. There are regional differences of factors market distortions influence on the R&D input, and enterprise features play an important role. In the enterprise of larger scale, or higher openness, or high capital intensive, the negetive impact on the R&D input is smaller. In addition, new product demands, financing environment, financial investment and intellectual property protection are all important environmental factors which affect R&D input.
