民营科技企业研发投入、研发效率与政府资助

The Impact of Government Funding on R&D Expenditure and Efficiency of Private Firms in Beijing

摘要: 摘要:本文利用2013年有关北京市中小型民营科技企业的调查问卷数据,通过建立Ordered Probit 模型和零膨胀负二项回归模型分别研究了政府资助水平对企业研发投入及研发效率的影响。结果表明,政府资助水平能够显著提高企业的研发投入,但对企业的研发效率无显著影响。此外,企业的研发实力对企业的研发收入也有较大影响,而企业获取资助的成本、企业规模及企业的行业属性对企业的研发效率具有显著影响。

Abstract: Abstract:This paper investigates the impact of government funding on R&D expenditure and efficiency of private firms through the Ordered Probit Model and Zero-Inflated Negative Binomial Regression Model based on the data accruing from questionnaires to private firms in Beijing. The outcome of this research indicates that the increasing of government funding could improve firms’ R&D expenditure significantly, but insignificant to its R&D efficiency. Moreover, the R&D capability of firms could also increase the R&D expenditure significantly. Meanwhile, the cost of accruing government funding, the size of the firm and the industrial nature of the firm also have important influence on its R&D efficiency.
