简政放权、企业活力与企业创新绩效

Streamline Administration and Delegate Power to Enterprise, Enterprise Vitality and Enterprise Innovation Performance: Empirical Study from small and medium-sized technology-based enterprises

摘要: 在当前全面深化改革积极推进的背景下,学界缺乏从简政放权视角展开对政府行为影响企业创新绩效机制的理论和实证研究。本文基于国内外相关理论,以国内457家科技型中小企业作为研究对象,探讨了简政放权、企业活力与企业创新绩效三者间的关系,并采用实证方法验证了简政放权对企业创新绩效的影响机理。结果表明:简政放权可以分为减少繁文缛节(“简政”)和赋予企业自主性(“放权”)两个维度,二者均会对企业活力及企业创新绩效产生显著正向影响,且“简政”与“放权”的交互项也显著正向影响企业活力和企业创新绩效。此外,企业活力在“简政”与企业创新绩效关系间以及在“放权”与企业创新绩效关系间均发挥出部分中介作用,然而其在“放权”与创新绩效关系间的中介作用更显著。基于此,进一步总结了本研究的理论贡献及实践意义。

Abstract: In the context of comprehensively deepening and actively promoting the reform, the academic world lacks theoretical and empirical studies on the influences of governmental behaviors on enterprise innovation performance from the perspective of streamlining administration and delegating power to enterprises. Based on the relevant theories, with 457 small and medium-sized technology-based enterprises in China as research object, the paper explores the relationship between streamlining administration and delegating power to enterprise, enterprise vitality and enterprise innovation performance. Besides, empirical approaches are applied to verify the influence mechanism of streamlining administration and delegating power to enterprise on enterprise innovation performance. As indicated by the results, streamlining administration and delegating power to enterprises can be divided into two dimensions, namely simplifying administrative procedures and giving autonomy to enterprises. Both of them can have a significantly positive influence on enterprise vitality and enterprise innovation performance. Furthermore, the interaction of “simplifying administrative procedures” and “giving autonomy to enterprises” also have a significantly positive influence on enterprise vitality and enterprise innovation performance. In addition, enterprise vitality plays part of the intermediary role in both the relationship between “simplifying administrative procedures” and enterprise innovation performance and the relationship between “giving autonomy to enterprises” and enterprise innovation performance, but it has a more significant intermediary role when it comes to the relationship between “giving autonomy to enterprises” and enterprise innovation performance. On this basis, the paper further summarizes the theoretical contribution and practical significance of this study.
