“赛马制”科技项目全生命周期评估体系研究

摘要: “赛马制”是我国新型科研项目组织形式,国家和地方政府近年来不断实践,各方关注持续增加。然而,其处于初期发展阶段,内涵、适用范围和评估方法等尚不明晰。研究通过分析国内外“赛马”实践案例,提出了政府资助“赛马制”项目内涵。通过深入分析各类项目特点,对“赛马制”进行了分类并阐述了其在创新链上的适用范围。基于项目生命周期理论,阐明“赛马制”项目选题、立项、实施、成果转化与退出各阶段成功关键因素与管理要点。在上述研究的基础上,提出了项目各阶段对应的评估环节,构建了符合“赛马制”项目特点的评估框架体系。研究结果既可以指导管理者开展“赛马制”项目评估,也可以作为项目团队自查的工具。

Abstract: "Horse racing" is a new organization form of scientific research projects in China. Recent years, the national and local governments have been performing it continuously.The attention of all parties has been increasing. However, it is in the early stage of development, and its connotation, scope of application and evaluation methods are not clear. By analyzing t "horse racing" practice cases at home and abroad, this study puts forward the connotation of "horse racing" funded by the government. Through in-depth analysis of the characteristics of various projects, the "horse racing system" is classified and its scope of application in the innovation chain is expounded. Based on the project life cycle theory, the key success factors and management points of "horse racing" are expounded, including topic selection, project establishment, implementation, achievement transformation and exit . On the basis of the above research, the evaluation link corresponding to each stage of the project is put forward, and the evaluation framework system conforming to the characteristics of the "horse racing" project is developed. The research results of this study can not only guide the managers to carry out the evaluation of the "horse racing" project, but also be used as a tool for the self-examination of the project team.
