Abstract: Abstract: Under the background of the new normal of economy, China's economic development is changing from scale expansion to quality improvement. Improving technological innovation ability is the key to high-quality economic development, while transaction efficiency is an important factor affecting the division of labor evolution and economic development, and the three are closely related. This paper takes 283 prefecture-level cities in China as the research objects and uses panel data to study the impact of urban technological innovation ability on the economic development and the specific changes of this impact under different transaction efficiency. The following conclusions can be drawn: The ability of technological innovation in cities has a significant positive effect on the economic development, and the ability of technological innovation can play a more effective role in cities with high transaction efficiency. In order to promote high-quality economic development, it is necessary to encourage and deepen technological innovation, properly handle the relationship between the two and transaction efficiency, strive to improve the efficiency of urban transactions, and give full play to the catalytic role of transaction efficiency.

摘要： 摘要：经济新常态背景下，我国经济发展正从规模扩张转向质量提升阶段，提高技术创新能力是经济高质量发展的关键，而交易效率是影响分工演进和经济发展的重要因素，三者密切相关。文章以我国283个地级市为研究对象，采用2007-2018年的面板数据，研究城市技术创新能力对经济发展质量的影响以及在不同交易效率下这种影响的具体变化。得到以下研究结论：城市技术创新能力对经济发展质量存在显著的正向作用，且技术创新能力在高交易效率的城市能更有效地发挥对经济发展质量的推动作用。为推动经济高质量发展，要鼓励深化技术创新，处理好两者与交易效率的关系，努力提高城市交易效率以充分发挥其催化作用。
