产学研合作与后发国家创新主体能力演变——以中国高铁产业为例

摘要: 本文以中国高铁领域的产学研合作为研究案例,试图探究学研机构与企业在参与产学研合作过程中双方创新能力的演变过程,以揭示后发国家在技术追赶过程中创新主体创新能力的演进机理。本文发现学研机构与企业在巴斯德象限(以应用为导向的基础研究)领域加强产学研合作可以实现双方共赢。其中,产学研合作推动了企业技术能力的不断演变(技术消化吸收→技术改进优化→技术原始创新),同时也推动了学研机构学术能力的不断发展(前沿技术科学原理的追踪研究→突破性研究→引领性研究)。本文研究对后发国家推动产业转型升级,尤其高端装备制造业不断发展具有一定的实践启示意义。

Abstract: Taking Industry-University-Research Institute (IUR) collaboration in the high-speed rail industry as the research sample, this paper attempts to explore the evolution of innovation ability of the academic institutions and enterprises that jump into the IUR collaboration. In this manner, the evolution mechanism of innovation ability of main body in the developing countries during the technology catch-up process will be revealed. This paper finds that both academic institutions and enterprises can get mutual benefits from the IUR collaboration in the pasteur quadrants (application-oriented basic research field). In particular, the IUR collaboration not only promotes the continuous evolution of enterprise technical ability (Digestion and absorption of technology → Improved optimization of technology → Original technological innovation) but also drives the continuous evolution of academic ability of academic institutions (Tracking the basic theory of cutting-edge science and technology → Radical research on cutting-edge science and technology → Pioneer research on cutting-edge science and technology). Moreover, this study also presents some inspiration for the developing countries which give impetus to industrial transformation and upgrading and accelerate the development of high-end equipment manufacturing.
